The Workshop was organized on 19th of November 2010, in Calimanesti, hotel Olt attended by 30 participants: LG Secretary, Directors and chiefs of service, Municipal councilors, Representative of IMAS – the company that conducted the research. WORKSHOP INVOLVING CENTRAL GOVERNMENT REPRESENTATIVES

In the period October 5-6 2010, in Craiova, we organized a Workshop aimed at identifying ways through which central and local government can collaborate in order to address problems identified as causes of vulnerability to corruption in the activities of urban planning, building permits issuing and discipline in constructions work, that cannot be solved at local level and which are encountered not only in Craiova but other municipalities in Romania. These activities were considered essential for assuring a sustainable and harmonious development of cities.

Craiova Local Government receives 1st prize in the Civil Servants Agency competition “Innovation and Quality in the Public Sector”

Craiova Local Government received the 1st prize in the 2010 Civil Servants Agency Annual Competition of best practices “Quality and Innovation in the Public Sector” under the category “Strenghtening public service integrity, transparency and accountability”

Asking Outside Stakeholders Opinions in Craiova

QUALITATIVE RESEARCH

The present research was done by IMAS – marketing/survey company, for FPDL, in the period April-June 2010, in the frame of the project “Craiova a city without corruption, a city with future” financed by the EU Transition Facility 2007.

The goal was to evaluate the perceptions of the target beneficiaries on the quality of the following Craiova LG vulnerable to corruption services/activities included in the anticorruption strategic plan:

  • Building permits issuing
  • Public assets management
  • Control of the discipline in construction
  • Public procurement, including monitoring public investments construction
  • Human resources management

Asking Inside Stakeholders Opinions in Craiova LG

The present research was conducted by FPDL, in June 2010, in the frame of the project “Craiova a city without corruption, a city with future” financed by the EU Transition Facility 2007,  and its aim was to identify Craiova LG personnel opinions about (1) What motivates and demotivates them to work in Craiova Local Government (2) How their motivation to work efficiently and with integrity can be increased

A questionnaire was completed by 318 employees (among a total of 550). The structure of those who answered the questionnaire is described by the responses to Q1-Q5

Working Meetings in Craiova, May 28 and June 8, 2010

Based on the decisions taken by participants at the Workshop # 2 end, two meetings were organized in Craiova, on May 28 and June 8, 2010, with the following objectives:

  • May 28, 2010 meeting: to disscuss and finalize participants’ proposals to be included as new strategies in the anticorruption Strategic Plan
  • June 8, 2010 meeting: to elaborate an action plan aimed at improving the relationhips and making the collaboration more effective between the Municipal Council and the Local Government

Craiova, Workshop # 2, May 2010

To achieve project first objective, increasing the capacity of the key local actors from Craiova LG, Local Council and the municipality, to implement the strategic plan, two workshops that focus on change management in organizations have been planned:

  • Workshop # 1: Integrity and organizational culture, held in the period March 26-28, 2010, aimed at (1) Building a common understanding about the concepts of integrity and corruption, and about the approach that addresses organizational vulnerability to corruption (2) Improving knowledge about the organizational culture (3) Identification of the actions to be taken by participants, persons with power of decision,  to be actively involved or support the strategic plan implementation
  • Workshop # 2 : The leaders and the human resources management, held in the period May 7-9, 2010, described in this article

Craiova, Workshop # 1, March 2010

The training workshop Integrity and organizational culture is the first among the two training events aimed at increasing local key actors capacity to implement the anticorruption strategic plan. The Workshop was organized in the period March 26-28, 2010, in Sinaia, Hotel  Sinaia. 30 persons attended, among them The Vice-mayor and 10 local councilors, The LG Secretary and 18 directors/chiefs of service responsible for the activities included in the strategic plan and addressed through the present project:

  1. Issuing of urban certificates and building/demolition permits
  2. Management of LG public assets
  3. Control of the discipline in construction
  4. Public procurement, including monitoring construction of  public works
  5. Registration of properties
  6. Management of human resources
