PROGRAM FOR ANTICORRUPTION PRACTITIONERS - PAP
In order to further disseminate the innovative and strategic anticorruption approach FPDL - Partners Foundation for Local Development in collaboration with WBI - World Bank Institute senior specialist Ronald MacLean Abaroa launched the Program for Anticorruption Practitioners (PAP)
PAP OBJECTIVE
To build the capacity of practitioners working with consulting, training or educational organizations/institutions in different countries, to be able to support mayors and public leaders elaborate and implement in their local governments curing and preventing corruption strategies, through participatory planning processes.
PAP MAIN COMPONENTS
Knowledge Building Component, March 1-May 15, 2009
The Knowledge Building component is based on self-study and on-line distance learning including readings, tests and essays writing, and will deepen practitioners understanding and improve their knowledge in the field of curing and preventing corruption in Local Governments organizations.
The Knowledge Building Component will use the WBI Interactive Multimedia Learning Course - MILC and other relevant readings. All training materials and readings costs will be covered by FPDL through LGI support and by WBI.

32 practitioners, 2/team (16 teams) working for training, consulting or educational organizations/institutions from 12-16 countries, will be selected to attend this component based on the following criteria:
  • Individual capacity: previous knowledge and experience in the fields of public administration, design and facilitation of participatory planning processes and/or organizational development
  • Commitment: team members expression of interest and intention to apply further in the Skills Building component
  • Organization capacity: their organizations' capacity to apply and disseminate the anticorruption approach at national level
  • English Language: Good English language skills
Certificates of attendance will be issued by FPDL and WBI at the end of this component based on the quality of essays and tests.
Skills Building Component, June 2009
The Skills Building Component will include a 10-day interactive and participatory residential Training Program aimed at improving anticorruption practitioners training, consulting and facilitation skills. The Skills Building Component will use FPDL training materials and other relevant readings. Tuition, travel, accommodation/meals and training materials costs will be covered by FPDL with LGI support and by WBI.
16-18 practitioners, 2/team (8-9 teams) from 8-9 countries will be selected to attend this component among those who attended the Knowledge Building Component, based on the following criteria:
  • Results in the Knowledge Building Component: quality of essays and tests results during and at the end of the component
  • Organization Capacity: Their organizations' capacity to replicate the program at national level
  • Commitment: quality of action plans to apply the newly acquired knowledge
Certificates of attendance will be issued by FPDL and WBI at the end of this component based on the active participation in the Training Program and the results of practical exercises and simulations.
National Anticorruption Programs elaboration and implementation
The National Anticorruption Programs will be elaborated by those attending both PAP components and will have as objectives:
  • To apply the anticorruption approach by working with 1-2 local governments, to suport them elaborate and implement curing and preventing corruption strategic plans through participatory processes and/or
  • To promote the anticorruption approach by (a) building other organizations' capacity by translating, adapting, replicating PAP or (b) Introducing in graduate or postgraduate universities programs curricula the anticorruption approach concepts
FPDL and WBI experts will offer support for the National Anticorruption Programs elaboration. Further, in 2009-2010 FPDL and WBI will provide coaching for the National Anticorruption Programs implementation. The anticorruption practitoners will attend two meetings organized at the National Anticorruption Programs beginning and finalization, in order exchange experience and learn from each other. The final meeting will have extended participation, in order to disseminate results and gain more support for promoting and applying at local level the practical anticorruption approach in different countries and regions.
The teams that applied successfully the acquired knowledge and skills in supporting mayors and public leaders elaborate strategic plans aimed at curing and preventing corruption in their local governments organizations, will be certified as Anticorruption Practitoners gaining legitimacy through the quality assurance provided by WBI and FPDL.
PAP TIMING IN 2009
  • February 15, 2009: deadline for Applications

  • March 1, 2009: selection results are announced
  • March 1-May 15, 2009: Knowledge Building component
  • May 15-June 1, 2009: Participants are selected to attend the Skills Building component
  • June 1, 2009: selection results are announced
  • June 2009: Skills Building component (10 days residential training)
  • July-September, 2009: National Anticorruption Programs elaboration
